I'd be leery of using steel as a bus bar, it has a MUCH lower conductivity than copper (only 3% TO 15% as conductive, depending on the alloy), so it would need to be MUCH beefier, plus you'll get localized heating at connection points where there is current concentration (battery bolts, etc.)...
