I want to install 8 solar panel on two EG4 ground mounts on top of few lumbers to support the base of the mount. The solar will only be used to run a Solar DC Air Conditioner, so no wires inside the house. I live in Oklahoma city, do i need any permit for this temporary setup.

When you say "tempoary", do you meand "short term", or "not permanently installed"? If the latter, you may have requirements similar to adding a deck or shed. It is more how much of your land you can cover (set backs, etc.) than electrical safety (permit).

"not permanentely installed" type.
What kind of Lumber structure would be perfect to hold the mount?

I was trying get some ideas from people who could have made a base for the EG4 ground mount.

Check out Current Connected's gravel ballasted ground mounts. They are essentially plastic tubs.

As for permitting, one approach is to put wheels on the assembly... they don't have to work, but it makes it "portable."

Part of the reason most ground mounts involve deep holes and cement is that wind on the panels creates a lot of uplift. The weight of the buried concrete helps hold the array in place while the wind is pulling up.

I hear it gets pretty windy in parts of Oklahoma.

Do this.

Anchor to the ground with this. Screw them in until the eye is in the middle of the timber and lag bolt it on with a big fender washer over the eye. 3/8” lag and large fender washer. I used 8 of them to hold down a 12x40 metal RV structure.

I am thinking of mounting the EG4 | BrightMount Solar Panel Ground Mount Rack Kit on top of four 6'' x 6'' post anchored to the ground using OZ-POST T6-700 6" x 6". Any drawbacks?

Yes Oklahoma city require a permit to build anything with the word solar, they want a licenced electrician to apply for the permit and carry out the installation.

I can't find any installer who are ready to install any setup which they dont purchase themself.

Which I bet they pad nicely for profit on the equipment vs what you would be able to pay. Thats one nice thing about living in Alabama. If your doing it yourself you can do anything you want basically.
