How many watts should my PVs channel on cloudy days?

It's 7:00 PM here in Minnesota, April 29th. It's relatively well lit out side, but full thick clouds. Like pretty heavy winter clouds. How many watts should my 2, 12v 100w PV's distribute? It cycles from 0w to 1w to 2w, does that seem correct?

And I also noticed the PV's were sending 14 and 17 volts to the MPPT, but like I say, 0, 1 and 2w. Does that seem correct as well?
 
The fact that you're measuring any power is astonishing.

The 14-17V PV voltage sounds right. LIGHT gives voltage. INTENSITY of light gives current/power.

My 3kW array drops to about 10% or 333W at 4:56 pm with clear skies. You can see it tapers off quickly after that.

Note the red line. That's a theoretical power curve. the peak is where you would see close to 100W and where I would see close to 3000W. Everywhere else is lower.
