BMS balance wires

I have been wondering about the balance wire number on the BMS.
Can a BMS made with a higher # of sense wiring than needed work on a battery with a lower # of sense wires needed?
Such as an 8s used on a battery needing a
4s by just not using the last 4 sense wires.
Will it still balance a 4 cell battery?

Yes, in most cases. You must ask though, not all work that way.

I just went through a couple of weeks researching & studying BMS'. As SCClockDr said, some do, some don't also note that 7S which appear a lot are for Lithium ION and not usually LFP, some do all forms if Lithium while others don't. Be very aware of the "details' before plunking any cash down.
