solar charge controller+ inverter without storage

Hi,
my friend gave me a pure sine-wave inverter 6kw.
i don't need a battery storage attached to it.
can i buy two-three solar charge controller and to add just 2 12v lead acid battery (900Wh)?
is it legal?
and how do i know the solar charge controller can be capable for over-load ?
 
Need to know which inverter and model. Some have built in carge controllers.
 
110 amps of charge controllers will not power the inverter wiothout a battery. My Victron SCCs take a few seconds to deliver its power from a dead start to full bore. The components want this right away.

2 12v lead acid battery (900Wh)?
This is not a lot of battery power for a 6 kW system, but KWh used and peak power will determine your battery bank size.

What is this for?

-For a grid tied installation, probably not and not without much much permitting..
-For a motorhome, there is no real governing authority.
-For a cabin in the woods with no other power, the local Authority With Jurisdiction has final words. Where I live the AHJ is the city,
