Apparently my multimeter is defective... I ran to the neighbors to borrow his meters and tried with 3 others and they all read proper 120v readings.

It is not a Charger, only inverter. The manual is pretty useless and can't find it online. I've attached a few pics of the only relevant pages of the little 8 page booklet that came with it.
I Just installed one today and am getting erratic voltage readings on the outputs (160v across hot and neutral). I presume its defective, but I'm a total inverter newb. I'm going to make a post about it to create visibility.

***I have edited this post and title and leaving it up as a learning lesson to myself and others. My multimeter was giving me very strange readings from my inverter output, even after swapping with fresh batteries twice and testing on multiple outlets inside of my house which gave correct...
I should add that I took my multimeter to my home outlets in my house and it read a normal 122v across hot/neutral and hot/ground, and 0 volts across neutral/ground, so I do believe my meter is working correctly.
Edit: and another comment; the Inverter does not have a grounding lug so it is not...
I appreciate the lesson in how to check this myself, good to know.
