Have you tried A1 Solar? They're essentially a clearing house, and have distribution points in several states.
You'll have to go pick them up. It's how I got four Trina 360W panels. Strapped them to my car's roof rails and cross bars.
Why not ground the array frames to the inverter PE bus? Where should I ground it instead? My ground (#6 Cu) goes back to the house main, where it is bonded to N. That's the only place where I have an N-G bond.
That 12A is a hard maximum upper limit on Isc. I was told at the time of order (with SS) to definitely not exceed it, and in fact, stay below it, if possible. My array Isc is about 10A, and I had to be very careful what panels I used, to keep it down there.
Do note that Isc (and Voc) can vary...

Weird! Do you know the nature of the EMI? Any idea if a good-sized inductor between the PV frame ground wire and inverter PE bus (at the PE bus) would choke the EMI? I'm thinking some #10AWG copper wrapped around a dowel, or some kludge like that. Has it been tried?
