Does DIY route make $ense for a rooftop system?

I've been toying with attempting to DIY a PV system. When I started I thought that I could buy the panels by the pallet for under $0.30/W and pair them with inexpensive ebay microinverters, and my cost would be under $1/w. But it seems that there are too many obstacles and hidden costs such as:
System design and drawings ready for inspection
Permits
Interconnect agreement
Renting equipment to move and lift the heavy parts to the roof
Many of additional parts that add up quickly.
Building to code
System turn up that has to be done by a licensed electrician

I also realized that AIO inverter would be a better choice if I want to have a power backup.
So, I got this quote:

Axitec 400W panels (38x)
EG4 Inverter 12kW (1x)

Project cost:
Gross project cost = $31,600 (before the tax credits)

This is just over $2/w and seems reasonable. The equipment alone could be close to $20k. It will allow me to add a DIY or commercial battery later. What do you think?
 
I don't know exactly, it will be for a new construction home. Right now I'm using 1500-1800kwh per month due to electric cars. My heat is natural gas. The new home will be more energy efficient, but it will be all electric. So this array might not cover 100%.
I also couldn't get the outage statistics out of the power company. The house will be about 2 miles away from a substation, with not too many trees close to the wires. I hope that the outages will last hours, not days.
