Solar powered LTO battery for 5v use below freezing.

I found a 10 watt, 6v, solar panel with an open with 7.3v open circuit. Hypothetically, if I created a 3S battery with the 2.4V 3000Mah LTO 23680 cells, would the battery get fully charged when their was optimal sunlight, and not be in danger of getting overcharged?

Since the board already have its own step down circuitry, for the solar charge part I found this:

Apparently you can adjust the charge voltage, so you can easily integrate you LTO battery.
