Top Balance question

You don't know if current was going in to the cells or not. If your power supply/charger doesn't show current, you can use the clamp on meter in your pictures.
Last night I charged my pack up in series till the 12 cells were in the 3.60v range. Then pulled off the bus bars to the 4 cells and charged them each. They each took about 35-40AH each till the charger stopped and my meter read 3.55v. Each took about 2hrs. No idea why they wouldn't take the charge before.
Ill discharge the pack in series over night and charge tomorrow and see how they look.

They were taking a charge but you couldn’t see it. I know it sucks to impatiently watch them sit there for almost two weeks when it appears there’s nothing happening, but those are big hungry cells and it takes a while to fill the tank. The 4 cells in question were at a much lower SOC than the other 12 to begin with. Since you’re almost there, I’d still recommend putting all 16 in parallel and and topping them off at 3.65.
