I Pay $0.11/kWh and have a $45 month interconnect fee for net metering. Also $30 month fee. ROI is about 8 years with tax credit, did all the work my self. 12KW solar. The way I see it when the price of grid kWh goes up, my ROI will be better. If not, I still have power in an outage.
If your tester says open ground then your ground is not hooked up to your receptacle or you don’t have a neutral ground bond. It has nothing to do with a ground rod. But you still should have a ground rod for safety.

To get 240 you need 2 120v 180deg apart. Sounds like you only have 120v from the inverter not 240. You would need a transformer, but transformers are not 100% efficient. A transformer will use electricity 24/7. You would probably be better off with a 120 mini split or parallel a second inverter...
I work on 208 often. And I see it coming from the utility around 220. I rarely see 208. It is always higher in my area. If I see 218 on a 208 service, I consider it good.
I would leave the bond in the transfer switch and unbond the main panel. This may be more work. If you have to separate all neutrals and grounds in the main panel.
