I asked because I also have a gas furnace as my secondary and a combined 30k BTU's of mini split units as my primary. On 12/23 we hit -2F up here near the Poconos and both systems were blowing enough heat. I was surprised because I plan to add another 12K unit. I considered my systems...
A seedling heating mat draws about 20 watts and could be plugged into WiFi outlet plug which allows for control from anywhere.

I'm doing something kind of similar but I'm a newb and not an electrician so I can't offer a solution. However your situation brings a couple questions to mind.
Is it possible to run the backup power to the sub panel equipped with an interlock to lock out power coming from the main panel...
I'd install the inverter and batteries in the bunkie. Leave the generator hooked up to the main panel and run the AC power out from the inverter to the main panel connected to a breaker with an interlock.
In the states 14/2 wire is rated for 15 amps 12/2 for 20 amps.
Maybe a core insulated concrete block structure with some good ventilation as a cheap solution. Add a small solar powered fan to exhaust heat build up and keep the air moving.
Maybe you just want something like this, if AC when the grid is down is your biggest concern.
