Loops like I only have an AC input voltage between 65-149 & 95-140. I am set at 65-140. There is a max utility charging current. Default is at 30a

Yep, last time I used it I had only 2 batteries.@Crowz has this inverter if I’m not mistaken.
Hopefully between him and @42OhmsPA (who also has this inverter, again if I’m not misthinking) hopefully you can get some solid guidance.
As stated above. No such thing as too many batteries. Similarly, while a generator may be “undersized” it should still provide power providing the demand isn’t exceeding output capacity.
You mention using it before without the 4th battery. Is that the only change that took place? Is it an inverter generator?
When you mentioned add a load to the generator, you mean plug something in and run?This might help you.

Yesterday the grid was down for around 7 hours, only the 3rd time this month... Batteries were down to ~51V. (snow and no sun) I hooked the generator (5.5kw Generac gas) up to the TP6048 (LVX6048) utility input and was able to start charging the batteries after adjusting the time settings for...diysolarforum.com
Edit - you may have to add a load to the generator to get the inverter to accept the power.
