Can I safely charge my battle born batteries with a regular car charger in an emergency when no other way of charging is available? Rain and cold weather has depleted my ability to use solar. I also have a Honda 3000is generator. What about safely charging from it?

Yes, you can, but I would watch the voltage closely during charging and disconnect when the voltage rise is at max. recommended voltage.
 
I use a stanley 25A car charger. It charges at 14.6v and runs just under 500w input. I run it on a MSW 1KW inverter connected to alternator and house converter. It just so happens to turn itself on charge mode after 60 seconds allowing my starting battery to boost up before demanding load off the alternator. Its also reasonably compact.

I have my alternators relay ignition hot wired to a toggle switch when I want to turn it off while driving.
