There are only three spacial dimensions of which one isn't (usually) relevant for solar PV.
What about a pan/tilt tracking array mounted to a 35ft telescopic hydraulic piston salvaged from a semi dump trailer that automatically retracts based on windspeed. ROI will vary significantly based on latitude.

Won't get many panels on the end of that. Just put more on the ground. Cheaper, easier and safer.
It was more a joke for only 2 axis matter with solar. Think arctic circle.

Just use the whole dump truck. Bed tilts, and you can drive to reorient, or avoid shadows. Or relocate.
Store batteries in the bed, and replace engine with electric motor.
