A massive underground deposit of high-grade phosphate rock in Norway, pitched as the world’s largest, is big enough to satisfy world demand for fertilisers, solar panels and electric car batteries over the next 100 years, according to the company exploiting the resource.
 
They’ll just bribe a few politicians and buy the property.
in the EU/Norway..... Highly doubt it :)

besides, norway has massive oil and natural gas reserves and have nationalised their oil / gas production and profits of that have all been put in a national fund , to be used as buffer for their own.. ( biggest fund in the world btw)
