Your details on NEM3 is from the draft that got shitcanned in early 2022. There is no monthly access charge anywhere near that magnitude, and not based on system size, in the one actually adopted.

You don’t need backup power to match NEC load calcs, I believe you just need enough for the single largest utilization equipment.

If you parallel grid in any way you need interconnection agreement and permission to operate. With the real NEM3 there is no disincentive to do it off the books.
 
This is an old thread now but wanted to add a few words in case you're still looking into this.
I can't speak to NEM3 but "AC Coupling" is the term for what you want if you're running another inverter through the gen port of the 18kpv. You can run a standard grid tie then, doesn't have to be an off grid or hybrid inverter. Just has to be ul1741sa compliant. The 18kpv will adjust the output frequency to curtail the grid tie inverter as needed so it doesn't overproduce the loads on it's own.
 
I have read through the manual for the 18KPV on S.S. website and called in to confirm that you can run a grid tied/micro inverters into the 18KPV as a source of power into the gen port of the inverter, up to 90 amps. I too am looking into this option and it seems like the 18K might be the answer. Unfortunately you won't be able to use a generator but I am fine with that.

I would recommend checking on the forums to see how the real-world (IE, real humans and real microinverters, over a few months of operating time) reliability etc are before jumping into any hardware, whether it's 18K or SolArk or whatever.

Unless SS (or any other vendor) sends you clear video documentation & text writeup, as good as some of the threads here, showing the hardware combination working correctly.
