Class T Fused discoloration. Ok to use?

I ordered this Class T fuse from Blue Sea Systems. It has some discoloration on one end. Has it been used? Is it OK to use or should I return it and get another one?

Some kind of tarnish.

I don't think it's used and I would trust it. But I would also feel justified returning it for one in better condition.

While you've got one in hand does it say where they are made? Mexico maybe?

I would just buff it out and be happy. If it was a used fuse it probably would show some sort of scuffing from the holder or tarish that starts where the holder would not be. Just ohm it out and call it good.

The ends are silver plated.
