is this really 345a cable?

I would go off this ampacity chart unless you see a manufacturer spec sheet:

I think 345 amps at “maximum amperage” cranking for a couple seconds is different than an NEC rated ampacity.

I think it is because I’m not an electrician. I would not use the hat wire for 300 amps. Maybe for 125 amps constant.
 
And you can decide if you want to use the free air rating to justify higher. I have 100A 4awg and 150A 1/0 conductors in my system.

1/0 DLO is rated for 260amps so that is pretty high, I would want to see the rating on it. There is some silicon jacketed wire that can handle higher amps/temps.
 
Loose in free air maybe 285 with 105C insulation. 345 will be HOT with lots of voltage drop.
Best to go 4/0 with 345 amps at 2 meters.
