Simplified 400 watt

I am currently on a budget. I would like the 400 watt solar setup.My question is would it be okay to start with just one panel and battery with all the other same components and just add later?

Oh yeah, sure thing. You can always more battleborns later down the road. And more solar panels. If you wish to future proof your system so that you can scale it later, add a larger than necessary solar charge controller.
