Except, the Enphase type microinverters PROBABLY have some central control box that tells them whether to run or not (maybe it's just for monitoring and not required).
Enphase panel level inverters will run with nothing but AC connected.

From what I understand on the 30% tax credit which you can research your self, you need to owe tax in order to get the credit. You don't actually get a check back but a reduction on you taxes that you would other wise owe. You only get the credit once and the system needs to be installed and running first to claim it in that year.
That is true, it is a tax credit, not a tax refund. However, the beauty of the deal is that unlike the Federal tax credit on an EV, this solar tax credit carries over from one year to the next. Suppose you have a solar tax credit of $8,500. The tax credit could be applied to lower your adjusted gross income and reduce your taxes. But if you do not have enough taxable income, then the unused amount of the solar tax credit will carry forward until the next tax year and so on and so forth until used up. And it can be used to directly offset taxable gains in investments. So if you have dividend or long term or short term capital gains, it will lower your tax bill on those indirectly.
